REGISTRATION TIPS
1. If you have previously submitted emailed requests to HHS, we may already have an account set up for you. If a profile already exists with the email address, you will be prompted to retrieve a temporary password. The password will be emailed to the address on file.
2. After you click submit, please check your email. You will received two emails: One with your user name and another with your password. It could take several minutes for the email to be delivered. Be sure to check your spam or junk folder if you do not receive the email notification within 15 minutes.
3. Once logged in to your profile, be sure to change your temporary password.

Privacy Act Statement
This Statement is provided pursuant to the Privacy Act of 1974 (5 U.S.C. § 552a): The information you are requested to provide in order to create a PAL account and use PAL to submit a FOIA request or appeal is authorized to be collected under the Freedom of Information Act (5 U.S.C. § 552). Completing the PAL fields is voluntary, but failing to provide any or all of the requested information may prevent HHS from creating a PAL account for you, which may delay receipt and processing of your FOIA request or appeal. The principal purposes for which HHS will use the information that you provide in PAL are to create a PAL account for you, and to track, process, and respond to requests and appeals that you submit to HHS through your PAL account.
